Before submitting your application please read the guidelines carefully. For Production and Work-in-Progress please attach the financing plan and budget files.

 

 The applicants will chose between the 3 sections:

  • For the Production and Work in progress sections only micro-budget projects are eligible (a total budget below 30,000 Euro). Should a selected project obtain other grants or public financing that will raise the budget above this sum, the project will no longer be eligible for the FILM+ support.

    The Development section is dedicated to projects in the early stages of the script development (treatment or first draft). The  selected projects will receive assistance and support for script crafting by the appointed tutors in order to develop the participant’s creativity and improve the final package. They will also learn to develop strategies for accessing funding for production. For this section, the application form will be accompanied by treatment, synopsis and/ or script. The project’s budget is not a subject of eligibility.

 

    The Production section is aimed at supporting projects that are in a more advanced stage of development (final draft) and already have in kind resources required for the actual production (either in services, equipment, team members, locations and / or finance, sponsors, etc.) or some financial resoucers. FILM + does not provide financial funding for movies and does not support projects that do not already have some of the resources needed in place. The support provided by FILM + consists in guidance for production and artistic concept (script, direction, photography etc), depending on the specific needs of each project.  FILM + will complement the already existing resources with shooting, sound or other technical equipment, and with staff  members for the technical and creative team.     The Work in progress section offers support for already shot but unfinished projects. Support for  the selected projects consists of storytelling advising in the editing phase, sound design, color corrections or sound mixing services, graphics, DCP creation, as well as distribution and festival strategy guidance. For this category the application form will be accompanied by a synopsis, a first cut of the movie, simplified budget (available here If you’re having trouble opening these attachment,  please copy and paste this link into your browser http://film-plus.ro/wp-content/uploads/2020/06/Budget.xls ) and a financing plan (which can be downloaded  here If you’re having trouble opening these attachment,  please copy and paste this link into your browser http://film-plus.ro/wp-content/uploads/2020/06/Financing-plan.xlsx).The budget of the film should not exceed 30,000 Euro in total.

 

 

The common requirements (eligibility criteria) for this edition are:

 

  • the film must be produced in one of the following countries: Romania, Bulgaria, Moldova, Serbia and Ukraine;

  • the film must be made with low budget (a budget of less than € 30,000, excluding any in kind investment);

  • to not have received previous funding from any major state institution (such as national film centres), and to not be produced by a large film production company;

  • the submitted project can refer to a short film (fiction, animation, documentary, experimental) or a first feature film;

  • the directors and producers should not have made any feature films up to the date of submission;

  • you can submit film projects of any genre, regardless of their development stage (script development, production, post-production);

  • after the selection  interviews will be held (in person or on-line) with the authors and/or the teams of the pre-selected projects. Following the interview the beneficiaries  will be selected for each section: development, production and work in progress;

  • we reserve the right to ask the applicant for more information about a certain project before making the final selection;

  • the written materials must be in Romanian/ English and the scripts should be edited in the Final Draft or the equivalent of the Final Draft format;

  • the application has to be made by (or on behalf of) the film rights’ owner;

  • the applicant’s age and professional training are not selection criteria, however it is highly advisable for the under aged to have submitted their project by the legal guardian;

  • following the selection, all the participants have the obligation to take part in a series of courses and workshops organised by FILM + in order to make the films under the best possible conditions. The first event of the program will reunite participants from all three activities (Development LAB, Work in progress LAB, Production LAB) in one week of intensive work taking place in Bucharest in October – November, current year;

  • you can submit multiple projects, as long as you complete the same steps for each proposal, but the same project can not be submitted for multiple sections;

  • projects that benefit from the FILM+ support will include in their credits roll: “Developed/Produced with the support of FILM+” and add the logo;

  • for promotion purposes, each candidate will be required to supply a minimum of 3 relevant film stills, a short synopsis and general information about the project;

  • FILM+ has no claim over the ownership rights of the projects.
